For Victor Lupusor, engineering is a lifelong calling. Now a Senior Civil Engineer at WCS, Victor brings a thoughtful, disciplined approach to every project. From complex infrastructure design to championing safety initiatives, he is a key part of the team helping WCS deliver specialist civil engineering design in the UK and Ireland’s ever-evolving Power and Energy sectors.
Victor’s path to Senior Civil Engineer
Victor joined WCS as a Civil Design Engineer in April 2024, and quickly demonstrated the leadership, technical ability, and ownership that led to his promotion to Senior Civil Engineer in April 2025. In just one year, his impact was clear – both in project delivery and in how he supported the wider team.
“I always knew I wanted to be an engineer,” Victor says. “Engineering was in the family – growing up, I’d watch videos my parents brought home from construction sites. That’s what sparked my fascination with civil engineering.”
While his progression was based on consistently delivering above expectations, Victor is quick to acknowledge the support that helped him get there. “The team here is incredibly approachable,” he says. “There’s a real culture of encouragement – people are always willing to help, share insights, and back you when you take on more responsibility.”
Designing for resilience and purpose
Victor is working on major national projects, including National Grid’s London Power Tunnels 2 – a £750 million investment to futureproof the capital’s electricity supplies – and Hornsea Three, set to be the world’s largest offshore wind farm upon completion.
Victor’s work on the London Power Tunnels 2 project includes overseeing the civil design for the New Cross substation, covering elements such as foundations, cable containment, site security, and cable trenches. It is a multidisciplinary challenge, involving coordination across electrical, civil, and structural teams.
“The work is demanding,” he explains, “But it is very rewarding and enables me to showcase my skills. You realise that your design is ultimately part of a system that powers entire communities.”
On Hornsea Three, Victor has played a similar role, focused on the design of substation foundations and mentoring graduate colleagues to ensure timely and accurate delivery. “It’s rewarding to lead,” he says, “but also to support others’ development along the way.”
Victor’s work is vital in meeting the engineering demands of the global transition to renewable energy. The scale and technical complexity of the projects offer daily challenges, but also real opportunities to make a difference.
“The shift to renewable energy is one of the most important changes in our industry,” Victor notes. “It’s exciting to be at the forefront of that. And being at WCS, where this kind of work is our speciality, puts us in the right place at the right time.”
Championing a culture of safety and good practice
Beyond project work, Victor is also helping to shape WCS’s culture of health and safety. Together with WCS Director Dr Natalja Petkune, he has developed a new digital platform to record and share “safety and good practice moments” – real-time observations that help build a culture of awareness, accountability, and continuous improvement.
“Safety should be embedded in everything we do,” he explains. “As designers, we can – and should – do more to promote a safety culture across every stage of the project lifecycle. We are morally as well as legally responsible.”
The platform makes it easy for team members to report anything from site hazards and near misses to missing or unclear design information that could lead to unsafe outcomes. It also allows us to register good practice events, which help to streamline the engineering processes. “It’s all about recognising issues – whether they’ve happened or nearly happened – and making sure they’re not repeated,” Victor says.
By capturing and documenting these safety moments in a shared online space, the system encourages open discussion across teams. These reports are reviewed regularly and discussed in team forums to ensure learnings are embedded in practice.
To encourage engagement, Victor and the team are also introducing monthly incentives for the most impactful safety moment or good practice event, to help reinforce proactive safety thinking and celebrate contributions that make a tangible difference.
Finding the right fit
When Victor joined WCS, he was looking for a company where he could grow professionally.
“WCS offered the right platform for me to work towards my chartership,” he says. “The support from colleagues, particularly my supervising engineer, is enabling me to progress at pace.”
What’s next?
Victor’s immediate focus is ensuring the success of the safety reporting system and continuing to deliver high-quality civil design on Power & Energy infrastructure projects. Looking ahead, he is focused on achieving chartered status with the Institution of Civil Engineers (ICE), expanding his design leadership, and continuing to help shape the UK’s sustainable energy future.
Victor’s contributions are already helping to shape both the structures WCS deliver, and the culture in which they are delivered.
